PUBLIC NOTICE
The Ministry of Civil Aviation through Public Notice No. AV-22011/4/2015-DG dated 13 January 2020 identified the presence of such drones in India which are not compliant to NPNT and CAR 1.0 requirements of the Drones Policy 1.0. In order to facilitate the identification of all civil drones and drone operators, a one-time opportunity for voluntary disclosure of such drones and drone operators is being provided through the Digital Sky Portal. All persons in possession of any types of drones are required to strictly complete the process of online registration by January 31, 2020.
This applies to all drones including Nano drones, Toy drones, RC Aircrafts
NPNT and Compliance to CAR 1.0 is not required for this.

OVERVIEW
The drone enlistment form for voluntary disclosure has two parts:
Ownership Acknowledgement Number (“OAN”):
OAN is generated after uploading the drone owner’s information.
Drone Acknowledgement Number (“DAN”):
DAN is generated after uploading drone’s information. Since a drone owner may have multiple drones, the owner can use the same OAN to enlist all drones owned by him.
Ownership of drones in India without a valid DAN or OAN shall invite penal actions as per applicable law. The deadline for all owners of drones in India to complete the voluntary disclosure is 5 PM on January 31, 2020.

General Questions
- Will my drone be seized if I register in this voluntary disclosure process?
A senior representative from the Ministry has confirmed that your drone will not be seized by anyone if you register before 31st January 2020. (Source)
– - Is this a compulsory process?
Yes, this process is compulsory for all drones.
– - My drone is not NPNT compliant, what do I do?
NPNT / CAR 1.0 compliance is not required for this process.
– - I don’t have an invoice/bill for my drone, what do I do?
Invoice/Bill copy is not required if you register before 31st January 2020.
– - Is my personal data being routed through some private company?
The Drone Enlistment data is only being collected on the Digital Sky Portal at ‘https://digitalsky.dgca.gov.in/‘ and ‘https://dronenlisting.dgca.gov.in/‘. The Digital Sky Portal is currently being developed and managed by Happiest Minds Technologies, a company that has officially won the tender released by the Airports Authority of India.

Please upload a duly signed and stamped letter or the extract from the Ministry of Corporate Affairs Website showcasing your name as the Director for the Organisation on behalf of which you are applying.

Please get an Authority letter duly signed and stamped from the Proprietor/Partner/Director of your Organisation and upload that. You can refer to the Sample Format given below.

In this case, use the document given below to create a unique serial number logic internally and start enlisting your drones. You can print your serial numbers and affix/attach them to different parts as recorded by you for your internal documentation. Preserve the document and logbook with you for future audit/inspection.

DAN – Self Made Drones
- I am building/assembling drones and don’t have serial numbers for most parts, what do I do?
First, please select the checkbox ‘I am manufacturing self-made drones’ on the DigitalSky platform while applying for a DAN. In this case, since you are the manufacturer, you can provide your own serial numbers. Please create a unique serial number logic internally or use the example below and start enlisting your drones. You can print your serial numbers and affix/attach them to different parts as recorded by you for your internal documentation. Preserve the document and logbook with you for future audit/inspection.
